MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />MARCH 12, 1986 <br />The regular meeting was called to order by Chairman Atkinson at 7:17 PM. <br />PRESENT: Schoeller, Fashingbauer, Ray Olson, Chairman Atkinson. <br />ABSENT: Bob Olson, Granger and Rudisill. <br />Motion by Schoeller, second by Fashingbauer to approve the minutes <br />of the February 26, 1986 meeting, motion carried. <br />Don Hamilton - SUP - Create building site in floodplain - corner <br />of Highway 61 and 141st Street - Outlot A Traeger Addition <br />Applicant has applied for SUP to create a building site in the flood- <br />plain on the northeast corner of the property. Chairman Atkinson <br />sited items from Howard Kuusisto letter in reference to lot in question. <br />Motion by Atkinson, second by Fashingbauer that Planning Commission <br />recommend approval of the application for building site plan in the <br />floodplain for Case 1985-55- SUP with the following conditions: (1) no <br />additional fill will be placed at an elevation more than two feet <br />above the existing elevation of 141st Street without the approval of <br />the City Engineer; (2) no fill shall be placed within fifteen feet <br />of the existing drainage easement; (3) there will be no filling <br />south and west of the easement; (4) all fill will have slopes of <br />three to one or flatter; (5) any additional fill if in the area of <br />the house will have to be compacted to meet the specifications of <br />the City Engineer; (6) during construction erosion control shall be <br />placed in a manner satisfactory to the City Engineer, which may be <br />straw bales, etc.; (7) property owners execute a hold -harmless <br />agreement in favor of the city*in case of any flooding problems created <br />by filling in the floodplain; (8) deposit or letter of credit be <br />isued in the name of the City of Hugo and shall be held by the City <br />of Hugo until sod or turf is established to prevent erosion, deposit <br />or letter of credit amount to be determined by the City Council; <br />(9) Rice Creek Watershed District permit be obtained, motion carried. <br />r�-�_ <br />LaMetti 6 Song - SUP - Variance on size of watchman quarters - <br />LaMetti b Sons want to place a 16 x 72 mobile home on the property <br />for watchman -caretaker quarters which would be a temporary site for up <br />to two years when at that time the caretaker would be living in the <br />farm house that is on the property. Chairman Atkinson sited letter <br />from City Attorney that under Chapter 320.9, zoning code, provides <br />for variances under certain circumstances but that Atkinson recommends <br />denial of this variance request.
