MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />August 13, 1986 <br />The meeting was called to order by Chairman, George Atkinson, at 7:00 PM. <br />PRESENT: Bob Olson, Ray Olson, Rudisill, Schoeller, Atkinson <br />ABSENT: Ann Fashingbauer <br />MOTION: Rudisill made motion, Bob Olson seconded, to approve the minutes of <br />July 23, 1986, as submitted. <br />All aye. Motion Carried. <br />KEITH HARSTAD <br />The public hearing to consider the request of Harstad & Associates to divide <br />approximately 27 acres into 48 homesites was called to order at 7:05 PM. John <br />Johnson, Merila & Assoc., and Dick Widell, Harstad & Assoc., were present to <br />explain the sketch plan and answer any appropriate questions. There was no <br />one present to make comment at the public hearing. The City received a letter <br />from Hickok Engineering, representing RCWD, stating what will be required to <br />satisfy their permit process. The sketch plan submitted detailed the location <br />of the holding ponds on the proposed site which will be required by the RCWD. <br />There was general discussion regarding the extension of sewer and water, with <br />mention that the City will be initiating the feasibility study for the project, <br />as well as our Engineer overseeing the project. There was discussion regarding <br />easements for maintenance on the ponding areas, and Mr. Johnson indicated the <br />locations where easements will be granted. Chairman Atkinson suggested the <br />City would require an easement along their western boundary to guarantee access <br />to adjoining parcels for possible future development. There was dicussion <br />regarding the locations of the ponds on the sketch plan, and Mr. Johnson stated <br />they were placed there to satisfy RCWD requirements, but they were changeable. <br />There was no parkland reserved on the plan. <br />The public hearing was closed at 7:35 PM. <br />BOB BRAMSTEDT <br />The public hearing to consider the application of Bob Bramstedt to rezone 2.5 <br />acres from AG to RB, and an application for a SUP for motor vehicle sales, in- <br />cidental repairs, and exterior storage not accessory to principal use. There <br />was no present from the public to make comment. The property lying along <br />Highway 61 is zoned RB, and they are requesting to rezone directly to the east. <br />At present, there are two separate parcels numbers for the property they are <br />interested in purchasing, consisting of 7.3 acres. Ultimately, their plans are <br />to construct a 60 x 200 building. Bramstedt, and his partner Tom Connelly, were <br />aware they will need Site Plan Approval prior to construction as well as a permit <br />from the RCWD because they exceed the 2A limit. <br />The public hearing was closed at 7:47 PM. <br />
