Hugo Planning Commission November 12, 1980 Page 3 of 3 NICK LEBENS - SPECIAL USE PERMIT The Building Inspector suggested that Mr. Lebens appear before the Commission regarding his business located at 16155 Forest Blvd. Mr. Lebens stated that there have been posts placed in the ground, and wire is placed across poles to shelter plants that need partial shade. This screening is not a permanent structure, and is removed in the winter months. A plastic greenhouse will also be constructed on the property, and a Special Use Permit is required for this type of structure in the Agricultural zone. Motion made by McAllister, seconded by Peltier, to recommend approval of a Special Use Permit for Nick A. and Patricia Lebens, to construct a frame greenhouse with poly cover. The building to meet all city code requirements. In addition, there is to be no retail business. All aye. Motion Carried. The Planning Commission does not consider the temporary screening to grow plants as a permanent structure. MISCELLANEOUS Motion made by McAllister, seconded by Peltier, to set a Special Meeting of the Planning Commission, for December 10, 1980, at 6:30 PM, for the purpose of a joint meeting with the City Council and Robert Lockyear, for review of the city's Com- prehensive Plan. All aye. Motion Carried. Motion made by Peltier, seconded by Hanson, to cancel the Planning Commission meeting of November 26, 1980. All aye. Motion Carried. Mrs. Ann Fashingbauer was present at the meeting and expressed her interest in filling the vacancy on the Commission. Peltier also received a letter from George Knutson stating his interest. Because of the meeting of 11/26/80 being cancelled, the Commission will submit the names of applicants at the meeting of 12/10/80.
