MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />May 27, 1981 <br />The meeting was called to order by Chairwoman Theodora Peltier at 8:04 PM. <br />PRESENT: Peloquin, Greger, Lorch, Peltier <br />ABSENT: Hanson, Knuteson, Fashingbouer <br />Motion mode by-Lorch, seconded by Peloquin, to approve the minutes of May 13, 1981, <br />as submitted. <br />All aye. Motion Carried. <br />ALVIN EBELING - SPECIAL USE PERMIT <br />The Ebelings, 14880 Francesca, would like to convert their single family residence <br />into a duplex. The plumbing is already installed, and would required the addi- <br />tion of a kitchen. The existing residence, according to Mrs. Ebeling, has ample <br />space for additional parking. Proof of ownership was provided. It was the general <br />concensus of the Planning Commission that a duplex would be consistent with the <br />neighborhood, and that a public hearing would not be required. Mrs. Ebeling stated <br />that she contacted the neighbors on three sides, and they had no problem with the <br />application. <br />Motion made by Peloquin, seconded by Lorch, to recommend approval of the Special <br />Use Permit for Alvin Ebeling, 14880 Francesca Avenue, to convert the single family <br />residence to a duplex. The public hearing requirement to be waived on this Special <br />Use Permit because a duplex would coincide with the rest of the neighborhood. <br />All aye. Motion Carried. <br />GROVER STORM - LAND DIVISION AND VARIANCE <br />Mr. Storm is proposing the division of 10 acres into two 5 acre parcels. The land <br />is zoned RRII. One lot has front road frontage of 205', and Peloquin suggested <br />that a 30' easement be provided for any possible road improvement. (KNUTESON <br />ARRIVED AT 8:30 PM). Mr. Storm submitted an updated abstract (April 23, 1981). <br />Peloquin felt that this would be adequate for proof -of -ownership, but Greger did <br />not feel it would meet the satisfaction of the City Attorney. The future property <br />owner stated that he would attempt to get a title opinion by the Council meeting <br />of June 1st. A Certificate of Survey would not be provided until Mr. Storm knows <br />what the city requirements will be. <br />Motion made by Greger, seconded by Peloquin, to recommend approval of the Variance <br />request of Grover Storm to allow for 205' road frontage instead of 300', with a <br />recommendation that he dedicate a 30' easement for future road development. <br />All aye. Motion Carried. <br />
