MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />OCTOBER 59 1982 <br />SPECIAL MEETING <br />Meeting was called to order by Chairperson Peltier at 8:15 P.M. <br />PRESENT: T. Peltier, Knuteson, Greger and Hansen <br />ABSENT: Lorch, Fashingbauer and Jacobsen <br />The Chairperson explained thepurpose of the meeting and read a <br />portion of the minutes of the Forest Lake Township meeting of <br />September 22, 1982. <br />It was at this meeting that application for a Conditional Use <br />Permit for The White Bear Rod and Gun Club was discussed. <br />Action on the application was tabled by that Commission until <br />October 13, 1982 and our comments are requested by that time. <br />Chairperson Peltier also read the comments by the Washington <br />County Planning Department on said application. <br />The Hugo Planning Commission comments are as follows: <br />In view of the fact that impulse noise is annoying, well be- <br />low the point at which it becomes dangerous to health and that <br />such noise travels great distances, regardless of municipal <br />boundaries„ We ask that residents of Hardwood Creek Estates <br />by made aware of all discussion pertaining to this conditional <br />Use Permit application. Hugo residents living on 176th St., <br />177th St. and Graystone Avenue should be allowed the opportunity <br />to provide input prior to final action on this matter. <br />If a Conditional Use Permit is issued for a skeet and trap <br />shooting facility. The following items should be considered <br />at the outset. <br />A. Lead recovery should be designed in fr(n the beginning. <br />This is extremely important when using leased land. <br />B. Realistic noise abatement measures should be taken <br />to include construction of noise barriers prior to <br />issuing a permit. Trees in addition to being slow <br />growing, are in effective as impulse noise barriers. <br />The noise measurement method for the anticipated impulse noise, <br />should be established prior to issuance of a permit. Even <br />the Minnesota Pollution Control Agency has difficulty in <br />measuring or defining acceptable impulse noise levels. <br />Motion made by T. Peltier, seconded by Knuteson that the <br />secretary be directed to type up the comments of the Hugo <br />Planning Commission and have them delivered to the Forest <br />Lake Township Planning Commission also that a copy be for- <br />
