MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />October 26, 1983 <br />The Public hearing for Tom and Ella Caruth was called to order <br />at 7:00 PM. There was no public `rin attendance. Tom Caruth <br />explained his proposal to rezoneAfrom Industrial to Conservancy. <br />Mr. Caruth was informed he would need Land Division to place <br />his mobile home on one lot. This public hearing was closed <br />at 7:28 PM. <br />The Public hearing for David Fakler was called to order at 7:30 <br />PM. Mr. Fakler arrived at 7:35 PM.and presented his idea for <br />rezoning from SFE to CB. Fakler would like to use the prop— <br />erty for auto sales. He would fence the property and construct <br />a building to house the cars. Mr. Darrell Mikesell was present <br />and stated his objection to the rezoning. Mr. Mikesell doesn't <br />like the idea of more cars in the area and feels this would <br />be an addition to the dismantling yard already in existance. <br />Mr. Fakler assured him this would strictly be sales of restored <br />autos. <br />The regular meeting was called to order at 8:00 PM by Chairman <br />Lorch. <br />PRESENT: Lorch, Fashingbauer, Potts, Schoeller, Olson <br />ABSENT: Hanson, Atkinson <br />Motion made by Fashingbauer, seconded by Schoeller to approve <br />the minutes of the October 12 meeting as submitted. All aye. <br />Motion carried. <br />Caruth rezoning — Motion made by Potts, seconded by Fashingbauer <br />to recommend approval of the request of Ella'Caruth to rezone <br />approximately 60 acres from Industrial to Conservancy. <br />AYE: Schoeller, Fashingbauer, Potts, Olson, Lorch. Motion carried. <br />David Fakler Rezoning — It was the feeling of the Commission <br />that a business Me would be the most suitable use for the/prop— <br />erty. Motion made by Potts, seconded by Olson to recommend ap— <br />proval of the request of David Fakler to rezone 1.2 acres on <br />165th St. and Hwy 61 from SFE to CB. All aye, motion carried. <br />Frank Arcand — Arcands would like to construct a 32 X 60 pole <br />building or stcrage and to house a horse. The site plan shows <br />the building would be closer to the road than the principal building. <br />It is also larger than allowed in RR2. Motion made by Lorch, <br />seconded by Schoeller to recommend approval of the Special Use <br />Permit for Frank Arcand with the condition that h� provide letters <br />from the two adjacent neighbors stating they have no objection <br />to the location of the building prior to the City Council meeting. <br />All aye, motion carried. <br />Motion made by Fashingbauer, seconded by Lorch to adjourn at 9:30. <br />Carole LaBel e Secretary <br />Hugo Planning 6ommission <br />
