VIYLTTES OF THE PROCEEDINGS <br />OF THE <br />Tii�GO PLAYITIT?G COTT14ISSION <br />January 11, 1984 <br />The public hearing to consider the request of Richard Granger <br />to rezone 30 acres from RM to SFE was called to order at 7:31 Pr. <br />The property is south of Hugo and west of the railroad tracks. <br />The far west of the property is currently zoned SFE and he would <br />like to see the entire piece zoned the same. He also stated his <br />plans are to construct single family homes. City sewer would <br />be installed but no other city services. <br />Richard Degnan-3701 Sun Terrace, White Bear, questioned whether <br />City services would be installed, if so he would delay his <br />building plans for a short time, but he had no specific objec- <br />tions to the rezoning. <br />Steve Markeson - 4898 121st, 7.1hite Bear, would like the city <br />to seriously consider the problem of runoff, which in his <br />opinion would drain into his property, dirt roads, and would <br />formally request an Environmental Impact Statement be done to <br />insure the land could support the number of homes proposed. <br />1"1r.Markeso n would like the record to show that his home has <br />had no water proplems in 32 years of occupancy and if a prob- <br />lem arose after these homes were constructed he would take <br />whatever legal action available to correct the problem. <br />Judy Moline - 4827 126th St., asked if anything but single <br />family homes could be constructed. She was told that two <br />family units were allowed by Special Use Permit. <br />Judy Schoeller - 4995 141st St, stated there is m guarantee <br />that sewer won't be installed and if it is, it could pose a <br />problem for surrounding neighbors. <br />Bill Greger - feels the City should grow but closer to the <br />City itself, and should be a planned development and prepare <br />the population increase. Thr. Greger would like the City to <br />consider a hard surface road to provide better fire protection <br />to be constructed on the ,rest side of the railroad tracks (not <br />crossing the tracks at any point. <br />11r. Lynn Carlson - 12096 Everton Ave. , stated the zoning is <br />linked directly to the Metro plan for the protection of the <br />property owners. He felt the City proper should be developed <br />and that there be an overwhelming reason for rezoning. He <br />informed the commission that the City already has areas for <br />this kind of development (50 homes) and the Granger property <br />should remain agriculture. <br />J. Hunt - 12116 Everton, wondered what possible benefit these <br />homes could be to the City of Hugo. <br />
