Attached is <br />a list of concerned citizens. PIs. Desyl Peterson attorney <br />for the gun club was present and requested that the Special <br />Use Permit remain as it is. TTaurice Neault, Jerry Perron <br />and Dr. Craig Linell represented the members of the gun club. <br />1r -r. Tdward Zimmerman attorney for the HELP Organization made <br />several requests on behalf of the HELP members to be considered <br />by the Planning Commission, 1) that the commission carefully <br />consider the rights at issue and guarantee residents of a pub— <br />lic view with extended monitoring any club issue considering <br />season, time of day, and bac'cround noise level, 2) a large <br />;population is bothered by the noise, 3) varied testing by <br />local government agencies, 4 impartial experts be retained <br />by the city as needed, and fl that the new neighbors be <br />taken into consideration. <br />"r. Peterson Made the point that the club is not asking for <br />anything special, that the permit has already been granted. <br />She suggested that the conditions which have already been <br />completed by eliminated from the SUP. Also, to her know— <br />ledge the club has not ignored any rulings or issues. <br />Dr. Lin -ell has recornriend.ed to the gun club that the DL level <br />of 40 is unrealistic and that they should apply for a var— <br />iance. The noise level readings from the dernonstration of <br />"arch3, 19 4 would not be quoted at this time because of <br />t,le varied opinions of the spectators and expert. It was <br />also su,Mgested that the^t' ns 1 pollution and environ— <br />ment be addressed by theM 000`agencies (PCA and DT -TR <br />respectively). <br />I`r. Dave Kelso from the PCA informed the group that gun clubs <br />wore exempt from the lay, regarding noise level because impulse <br />noise doesn't fall under their jurisdiction and laws have <br />been avoided because of the lack of a definition of impulse <br />noise. <br />`T"he public hearing was closed at 9:15 PV <br />
