(4 ) <br />prepared for the Minnesota Legislature by the Minnesota Highway Dent., <br />dated janua.ry 1, 1980, which states... <br />"Plantings in a buffer strip, high, dense, and thick enough <br />to be visually opaque, will provide more attenuation than that <br />provided by the mere distance which the buffer strip represents. <br />A reduction of 3-5 dba per 100 feet can be expected. Shrubs <br />or other ground cover are necessary_ in this respect to provide <br />the required density near the ground." <br />Fir. Linnell stated that summer weather conditions would favor the gun <br />club more so, than the weather conditions found on I01a.rch 3, 1984. At this <br />time I must go back to attachment #5, U.S. Department of Commerce, which <br />shows how sound is held on the ground__the wind. In order for the <br />wind to aid the gun club it would have to be coming out of the north. <br />On March 3-84 gun club representatives often times indicated the <br />32 dba background level as stated in the court cases was to low, and more <br />than likely we could expect to find background levels around 40-45 dba. I <br />now submit attachment '9 1•iinnesota Pollution Control _agency Sound `Pest <br />dated Oct. 26-1982. Test conducted '-,y i-ir. Dave Kelso. The above mentione:i <br />test was conducted in the north end of `7u. -o Einnecota. The background <br />results were as follows. <br />1. There were four sites tested aloneE _;ii7hway 6! whim had <br />a background average of 45 dba. <br />2.. There were two sites tested in residential areas away fro:r_ the <br />highway. These two sites had a background average}of 32.5 dba. <br />The ' dba as stated by the gun club on i•arch 3-5 doesr_!t seem to <br />far out of line with residential testing already conducted by the 1,iinnesota <br />Pollution Control Agency in Hugo i•;innesota. <br />Not much, if anything, was discusses about the noise health aspect, <br />on Saturday, March 3, 1984. I'd like to quote from two articles. <br />First, (attacirient :f"5) U.S. Department of Commerce and then the St. Paul <br />Pioneer Press, dated December 13, 1982. (attachment =8) <br />"(U.S. Dept. of Commerce)" "Your heart beats more quickly: <br />breathing becomes shallower and faster; the pupils of your eyes <br />dilate; the small blood vessels in your skin contract: your <br />blood pressure rises." <br />"(Everyday noise may threaten hearing, health)" "Studies thus <br />far suggest that noise stress can result in high blood pressure, <br />cardiovascular injury, ulcers and possibly even increased <br />susceptibility to infection and reproductive problems." <br />
