MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />November 16, 1977 <br />The public hearing to consider the rezoning request of Country Squire was called <br />to order by acting Chairperson Peltier at 7:35 PM. <br />PRESENT: Greger, Peltier, Gillen, McAllister <br />Dan Koehler, Washington County Planning, was also present. <br />ABSENT: Peloquin, Ehret, and Rosenquist <br />Mr. Gillen noted that he would add to the discussion, but abstain from voting. <br />Peltier read the public hearing notice as published in the Forest Lake Times. Mr. <br />Van Kleek, Country Squire, was present at the meeting. Mr. Koehler stated that <br />the property could not handle an on site sewer system, and the only remedy would <br />be holding tanks. The tanks are considered only a temporary measure (5 - 10 years). <br />The Comprehensive Sewer Map, and it was determined that sewer is estimated to <br />be extended to the property in question between 1985 and the year 2000. Koehler <br />stated that that would be too long for the use of holding tanks. Van Kleek questioned <br />the possibility of using the mound system, and Koehler stated that the county did <br />not approve the use of the mound system. Gillen stated that the mound system could <br />be constructed with impermeable botton, and Koehler again stated that this was not <br />permitted by the county. The public hearing was closed at 8:02 PM. <br />Ehret arrived at 8:06 PM. <br />The regular Planning Commission meeting was called to order by Ehret at 8:12 PM. <br />PRESENT: Ehret, Peltier, Greger, Gillen, and McAllister <br />ABSENT: Peloquin and Rosenquist <br />Motion made by Peltier, seconded by Greger, to approve the minutes of November 9, <br />1977 as presented. <br />All aye. Motion carried. <br />COUNTRY SQUIRE - REZONING <br />The rezoning request includes 12 parcels along Highway 61 to change from Ag to RB. <br />Koehler presented a map showing the layout of the property, and soil borings. He <br />restated that he recommended that rezoning be approved only if the city could be <br />assured that sewer would be extended in the near future to eliminate the use of <br />holding tanks (5 - 10 years). He recommended concentrating on the rezoning now <br />and platting later. Ehret stated that in view of the fact that soils are low <br />and wet, it is a major problem with sewage. There is a large amount of open land in <br />the area, and might force p=remature development. Van Kleek wanted the rezoning <br />taken care at this time so that he could construct his model home. He would check <br />with Washington County again for possible alternatives to the sewage problem. <br />Koehler said you can have one principal structure on one parcel of land, and there <br />are two separate parcels being considered in the rezoning request. The construction <br />could take place subject to permit for a septic system. There was some discussion <br />
