L <br />MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />November 99 1977 <br />The meeting was called to order by Chairman Larry Ehret at 8:19 PM. <br />PRESENT: Peloquin, Peltier, Greger, McAllister, and Ehret <br />Dan Koehler, Washington County, was also in attendance. <br />ABSENT: Gillen and Rosenquist <br />Motion made by Peltier, seconded by Peloquin, to approve the minutes of October 26, <br />1977, with the following changes: should read Lauren McCullough <br />Sophia Arcand <br />VOTING FOR: Peloquin, Peltier, Greger, and Ehret <br />ABSTAINED: McAllister <br />Motion Carried. <br />Donald Wri--ht — Special Use Permit <br />Mr, Wright had constructed a garage on Everton Avenue, and was informed that he <br />would need an Building Permit and Special Use Permit for the structure. He plans <br />on building his home on the property in the Spring of 1978. The land is zoned SFE. <br />Mr, Wright now owns the property along with his two sons, and plans to subdivide <br />in the spring. Mr. Wright was informed that for 3 or less parcels, he would have <br />to apply for a minor subdivision, Ehret suggested that the parcel not be broken into <br />more than three pieces to avoid a major subdivision. Mr, WRight was also informed <br />that he will have to provide the city with an irrevocable letter of credit to assure <br />the city that the main building will in fact be constructed. It would be returned <br />when a building permit is taken out on the house. <br />Motion made by McAllister, seconded by Peloquin, to recommend approval of the appli— <br />cation for Special Use Permit by Donald Wright to construct a garage before the <br />main residence, subject to the following conditions: <br />1, Mr. Wright to provide the city with a $5,000,00 irrevocable letter of credit <br />;with an expiration date of July 19 1978. <br />2. The letter of credit will be returned upon Mr. Wright's successful application <br />for a Building Permit for the main residence. <br />VOTING FOR: Peloquin, Peltier, Greger, McAllister, and Ehret <br />Motion Carried. <br />Bald Eakle Sportsman Association — Special Use Permit <br />Mr. William Peters, the club's attorney, was present and stated that the shooting of <br />shotguns has existed since the early 1960's. He stated that a question had arisen <br />as to the skeet houses built this summer. The club had three trap ranges, and con— <br />structed 2 skeets houses in conjunction with these.
