MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />March 9, 1977 <br />The meeting was called to order at 8:00 P.M. by Chairman Larry Ehret. <br />PRESENT: Ehret, Peltier, Peloquin, Greger, Gillen, and McAllister. <br />Larry Irsfeld, Hugo City Council, and Bill Schwab, Washington County <br />Planning, were also in attendance. <br />ABSENT: Rosenquist <br />Motion made by Peltier, seconded by Greger, to approve the minutes of <br />February 9, 1977, after the following changes have been made: page 2, <br />paragraph 1 (line should read, then we could require 30' from land <br />owner on the south). Page 2 - should read motion failed, not died. <br />All aye. Motion carried. <br />Motion made by Peloquin, seconded by Peltier, to approve the minutes <br />of February 16, 1977, as submitted. <br />All aye. Motion carried. <br />STEPHEN GUTTING - EASEMENT <br />Mr. Ehret read a letter sent by Mr. Richard Johnson and Mr. Flynn, <br />stating they would like a 30' easement along the south section line. <br />Mr. Ehret questioned whether easement was to become a city street. <br />He did not feel they needed a 7 ton city street for two or three <br />houses. He suggested that there be a covenant of 30' on property so <br />that no one could build on it. Gillen said that the easement still <br />belongs to Stephen Gutting so that property owners are using private <br />easement for their street. Mr. Schwab said that after a road is <br />built to the back 20 acres, only then would a building permit be <br />issued. By grant' his variance, the Commission will be setting a <br />precedent. Mr. Gillen felt a permanent 301,easement should be granted <br />with a 30' buffer or protector for the city, ,if they divide the long <br />way. If they want to square the property off, they would have to <br />build a 700' road. Mr. Gillen felt the City Council will not approve <br />a 30' cartway. <br />Motion made by Peloquin, seconded by Peltier, that we recommend the <br />granting of the variance, allowing them to split into two long 10's, <br />and the seller retain the 30' easement on the south side so that the <br />back 20 acres will not be landlocked. Credit will be given to two 10's <br />for road easement. <br />VOTING FOR: Ehret, Peltier, Peloquin, Greger, McAllister <br />VOTING NO: Gillen <br />Motion carried. <br />
