U <br />MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />FEBRUARY 99 1977 <br />The meeting was called to order at 8:02 P.M. by Chairman Larry Ehret. <br />Attending were Ehret, Peltier, Peloquin, Greger, Gillen, and McAllister. <br />Bob Rosenquist was absent. <br />Motion made by Peloquin, seconded by Peltier, to approve the minutes <br />of January 23, 1977, as presented. <br />All aye. Motion carried. <br />GRACE DEVELOPMENT - REZONING REQUEST <br />Grace Jackson was present and stated that the information requested <br />from Grace Development needed for the public hearing on February 23, <br />was not complete. She discussed the matter of the pert test, and <br />stated that, at present, it is not a good time to have a perc test run. <br />The site plan would be contingent on the perc test. Peloquin felt <br />the public hearing should go on as scheduled, and table the action. <br />Peloquin also stated that site plan should include the whole 3 acres <br />and exactly what is taken off. Ehret interjected he would like to <br />see wh Grace Development would like to do with the rest of the land. <br />The public hearing will go on as scheduled. <br />CYRIL LACASSE - SUBDIVISION VARIANCE <br />Mr. LaCasse owns land on Elmcrest Avenue, and would like a reduction <br />of lot size in the Conservancy District to approximately 18 acres. <br />One building site is high, and the other site might need fill which <br />the future buyer would have to take of. Gillen asked LaCasse how <br />urgently he needed the variance, and LaCasse stated it was not too <br />serious at this time. Gillen stated that we could not come up with <br />a ruling until the recommendations were in order for the City Council. <br />Motion made by Greger, seconded by Peltier, to postpone the Cyril <br />LaCasse subdivision variance request until the Planning Commission <br />gets the guidelines as suggested by the City Council. <br />VOTING FOR: Ehret, Peltier, Peloquin, Greger, Gillen, and McAllister <br />Motion carried. <br />SHOULD EASEMENTSBE CONSIDERED IN DETERMINING MINIMUM LOT SIZE? <br />The Planning Commission asked the above question of the City Council, <br />and they in turn requested some kinO of recommendation. Peltier - <br />an easement is not suppose to be wide enough for a road. Should be <br />just a cartway., Ehret felt that the Commission should get some <br />kind of recommendation from the Washington County Planner. Gillen <br />thought all types of easements should be looked at in detail. <br />Motion made by Peloquin, seconded by Peltier, that we reopen the <br />agenda to the discussion with people in audience. <br />All aye. Motion carried. <br />
