MINUTES FOR THE SPECIAL CITY COUNCI!=_.11- <br />The <br />LMThe meeting was called to order by Mayor Stolt man at 7:00 PM. <br />PRESENT: Barnes, Brunotte, Miron, Stoltiman <br />Councilman Leroux arrived at 7:10 PM. <br />City Administrator, Robert Museus <br />Deputy Public Works Director for Washington County, Don Theisen <br />City Clerk, Mary Ann Creager <br />The purpose of this special meeting was to hold a public hearing for <br />preliminary consideration of proposed improvements to Egg Lake Road <br />between the east line of Trunk:. Highway 61 and the west line of Goodview <br />Avenue, by reconstruction of the bituminous roadway, addition of curb and <br />gutter, and other drainage improvements, as well as the addition of a bike <br />path. This is a joint project between the City of Hugo and Washington <br />County under supervision of the Washington County Public Works Dept. <br />The estimated project cost is $800,000. The City's share of the project <br />has been estimated at $89,305.00, based on the following_ cost <br />participation: <br />1. Bituminous bike trail - $375374.00. <br />2. Driveway aprons - $15 212-00. <br />3. Drainage - $.36,719.00. <br />TOTAL - $e9,305.00 <br />The public hearing was called to order, and Mr. Don Theisen, Deputy Public <br />Works Director for Washington County, was present at the hearing to <br />explain the process that Washington County has used in meeting the needs <br />of the public and adjacent property owners, and the specific project. <br />design. <br />In the course of his presentation, the public addressed their concerns <br />regarding the proposed bike path: don't want, no need, removal of trees., <br />cost, negative impact on yards, speed of bikers, use by snowmobilers, poor <br />lighting, liability, maintenance, and foremost, safety of children because <br />of need to back out of driveway and cross bike path. A few res_i.dent.s felt <br />that a bike path would be safer for a child's use rather- riding their <br />bikes in the street. <br />There was also discussion regarding extension of City water :and sewer, and <br />the burying of utility lines. At the City Council meeting of April 4, <br />1994, the Administrator is to present rough cost, es.t..ima.tes. for Ptension <br />of water and sewer to Goodview Avenue, and alone the north side of aA. <br />After a lengthy discussion, the Council considered he wishes of the <br />property owners regarding the proposed bike path, and made the following <br />motion: <br />Barnes made motion, Leroux seconded, that the Council approves .improvement. <br />of County Road BA by widening to a width of 44 feet without a separate <br />bike path. <br />All aye. Motion Carried. <br />
