MINUTES FOR THE SPECIAL HUGO CITY COUNCIL MEETING OF APRIL. 13. 1994 <br />The recessed City Council meeting of April 11, 1994 was reconvened by <br />Acting Mayor, Fran Miron, at 7:35 PM. <br />PRESENT: Barnes, Brunotte, Leroux, Miron, Stoltzman <br />City Administrator, Robert Museus <br />Fire Chief, Jim Wisner <br />Mayor Stoltzman arrived at the meeting at 7:40 PM. Fire Chief Wisner <br />presented the Council with a list of additional expenditures he desired <br />for the Fire Department during 1994, and requested that the Council amend <br />the Department's budget to allow for them. His request was discussed in <br />detail, and a visit was made to the Fire Hall to inspect the Department's <br />equipment. <br />Miron made motion, Leroux seconded, to transfer $6,000 from the City's <br />Capital Facilities and Equipment Fund to the Basic Skills Training account <br />of the Fire Department to pay for additional Fire Fighter I and First <br />Responder training made necessary by the recent growth in the Department. <br />All aye. Motion Carried. <br />Leroux made motion, Barnes seconded, to transfer $4,000 from the City's <br />Capital Facilities and Equipment Fund to the Fire Department's Maintenance <br />Account to pay for rust repair on vehicles 4136 and 4137. Chief Wisner is <br />to obtain competitive quotes for the work. <br />VOTING AYE: Barnes, Brunotte, Leroux, Miron <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />Leroux made motion, Miron seconded, to transfer $3,000 from the City's <br />Capital Facilities and Equipment Fund to the Fire Department's Capital <br />Expenditure Account to pay for necessary additional safety controls on the <br />overhead fire doors in order to bring them to OSHA standards. <br />All aye. Motion Carried. <br />Leroux made motion, Barnes seconded, to transfer $2,000 from the City's <br />Capital Facilities and Equipment Fund to the Fire Department's Capital <br />Expenditure Account to be used for discretionary expenditures by the Fire <br />Chief, such as various equipment for the Department. <br />All aye. Motion Carried. <br />Mayor Stoltzman apologized to Fire Chief Wisner for any misunderstanding <br />that may have occurred from the Council meeting of April 4, 1994, when <br />during discussion of the Fire Department budget, the Mayor shut off Chief <br />Wisner in mid -sentence Mayor Stoltzman indicated that it was not his <br />intention to be impolite or critical of the Chief, and that he felt at <br />that time, it was necessary for him to gain firm control of the meeting to <br />avoid an overheated discussion. <br />Miron made motion, Stoltzman seconded, to adjourn at 10:20 PM. <br />All aye.
