MINUTES FOR THE SPECIAL. HUGO CITY COUNCIL MEETING OF AUGUST" 29, 1994 <br />The meeting was called to order by Mayor Stoltzman at 7:40 PM. <br />PRESENT: Brunotte, LeroUX, Miron, Stoltzman <br />City Administrator, Robert MUseLtS <br />City Finance Director, Ron Otk:in <br />City Engineer, Joel Dresel <br />ABSENT: Debra Barnes <br />This special meeting was held to consider the City's 1995 budget, and to <br />inspect the new water tower and well recently completed by the City. <br />After the meeting was convened, the Council moved to the site of the <br />City's new water tower and well to view the completed improvements. At <br />the site, they met with Roger Bacon, the City's Utility Superintendent, <br />and representatives from KUUsisto Engineering, who designed and supervised <br />construction of the well and tower. <br />The Council returned to the City Hall at 8:55 PM. Ron Otkin presented the <br />Council with a draft budget for 1995, and went through the document in <br />some detail. The City Administrator then provided the Council with a list <br />of major changes to the budget for 1995, and certain unresolved .issues not <br />addressed in the budget. He also provided the City Council with his <br />recommendation for employee wages for 1995 and 1996, and a letter from the <br />City Finance Director regarding liquor license fees. The Council <br />discussed reducing the proposed budget by eliminating the line item for <br />recodification of City ordinances in 1995, saving $15,00(). They also <br />discussed the need to begin setting aside funds for construction of a new <br />City fire hall, and indicated an interest to budget $50,000 for the <br />project next year. Councilman Brunotte mentioned that current discussions <br />with other municipalities over the litter problem on Bald Eagle Lake <br />indicate that there may be a need for the City to budget $4,000 to $5,000 <br />for increased law enforcement. <br />The City Administrator mentioned that the unresolved street maintenance <br />funding may not be an issue if the City becomes eligible for State -aid <br />street funding in 1995. Given that the tax capacity for the City for 1995 <br />had not yet been determined by the County, the Council was not able to <br />discuss the acceptable property tax rate for the coming year. In order to <br />allow the Council time to give consideration to the draft budget and its <br />impact on the City's property tax rate, the following motion was made: <br />Leroux made motion, Miron seconded, to conduct a special meeting of the <br />Hugo City Council on Monday, September 12, 1994, at 7:30 PM. <br />All aye.
