MINUTES OF THE PROCEEDINGS <br />OF THE <br />HUGO PLANNING COMMISSION <br />January 11, 1978 <br />The meeting was called to order by Chairman Ehret at 8:12 PM. <br />PRESENT: Ehret, Peloquin, Peltier, Greger, Gillen, and McAllister <br />Mr, Koehler, Washington County, was also present. <br />ABSENT: Rosenquist <br />Motion made by Peloquin, seconded by McAllister, to approve the minutes of <br />December 289 1977, after the following changes are made: <br />Page 2 (Condition #1) — prevent access or egress <br />other than via the designated entrance <br />Page 5 (Tschida) — site plan is all they needed, because it is a permitted <br />use the Industrial Park, <br />Page 6 (2nd motion) — Peloquin abstained <br />All aye. Motion Carried. <br />Motion made by Peloquin, seconded by Peltier, to approve the minutes of January 5, 1978, <br />after the following change is made: <br />Page 2 (7th paragraph) — Mrs. Peltier <br />VOTING FOR: Ehret, Peloquin, Peltier, and Greger <br />ABSTAINED: Gillen and McAllister <br />Motion Carried <br />Okerman Construction — RezoninR (Withrow area) <br />Mr. Lyner, represented Mrs. Shirley Nelson, Oneka Hill Farm, and presented the <br />Commission with a site plan for the proposed general store. The land is presently <br />zoned Agriculture, and they are requesting rezoning to Concentrated Business (CB) <br />so they can convert an existing lumber yard barn into a small general store. Mr. <br />Lyner also presented a sketch of how the proposed store is going to look after <br />completion. The building is structurally sound so there will be no change in the <br />structure. The only change will be the construction of a 6 foot porch on the front. <br />The house on the property will be moved to another location as soon as weather permits. <br />The lot is 181.3 feet long by 60 feet wide. There is a barrier between the lot and <br />the adjoining bar. The barrier will be torn down so that the same driveway will be <br />used for both businesses. Mr. Stan Lynn has agreed verbally to the mutual driveway <br />agreement, but Mrs. Nelson was advised to get the signatures of Mr. Lynn and the <br />Guses' stating such. Mr. Koehler inquired about the septic system. Mrs. Nelson stated <br />that there is a system on the property because the house there has been used as a <br />residence. Mr. Lyner said they are trying to locate the septic system. Koehler <br />stated that the septic system cannot be located under the parking area. Mr. Ehret <br />asked how much room there was between the back of the building to the west. Mr. <br />Lyner stated there was 8 feet to the west, 6 feet to the south, and 2 feet to the <br />north. It was determined that the septic system that would be required would be <br />minimal due to the small number of employees. Ehret stated that the ordinance calls <br />for the blacktopping of the parking area. Mrs. Nelson stated that she would like to <br />
