MINTUES FOR THE CITY COUNCIL MEETING OF JANUARY 4, 1993 <br />The meeting was called to order by Mayor Stoltzman at %:()ii PM. <br />PRESENT: Barnes, Brunotte, Leroux, Miron, Stoltzman <br />City Administrator, Bob MUseUS <br />City Clerk:, Mary Ann Creager <br />Leroux; made motion, Brunotte seconded, to approve the minutes for the City <br />COUnCil meeting of December 21, 1992, as submitted. <br />All aye. Motion Carried. <br />Miron made motion, Barnes seconded, to approve the claims for January 4, <br />1993, in the amount of $29,382.34. <br />All aye. Motion Carried. <br />PUBLIC HEARING ON AUTO DISMANTLING/JUNK.' YARD ORDINANCE <br />A public hearing was held to consider the adoption of an ordinance <br />regulating auto -dismantling facilities and junk yards in the City of <br />Hugo. This ordinance would replace the City's current junk: yard <br />ordinance. The public hearing was opened, and Hugo resident, Ron <br />Cressman, addressed the Council with his concern=_.: 8' fencing to obstruct <br />view of the yard, illegal filling and digging, source of different <br />pollutions, require additional ponding to retain any spillage, multiple <br />areas for ground water testing, and limit the number of tires because they <br />are mosquito breeding grounds. David Schumann stated that the new <br />ordinance is being proposed because of "timing" rather than because of <br />citations being issued. Mr. Cressman refuted that statement.. <br />Leroux; made motion, Miron seconded, to delay action on adoption of a <br />proposed ordinance regulating auto -dismantling facilities and junkyards <br />until January 19, 1993. <br />All aye. Motion Carried. <br />FIRE DEPARTMENT MISSION STATEMENT" <br />As a beginning to the Fire Department's organizational effectiveness worv-. <br />the Council has requested to adopt a Mission Statement outlining the basic <br />responsibilities of the Hugo Volunteer Fire Dept. The Statement reads as <br />follows: The Hugo Volunteer Fire Department protects the public's health, <br />safety, and welfare by providing responsive fire prevention, firer <br />suppression, and emergency rescue services. <br />Stoltzman made motion, Brunotte seconded, that the City of Hugo acc:_ep. the <br />Fire Department Mission Statement as presented. <br />All aye. Motion Carried. <br />1.99.3 FIRE FIGHTER APPOINTMENTS <br />The City Administrator met with Fire Department applicants, Aaron <br />Philipson and Jerry Francois. Because they meet-. V -D criteria for <br />membership, he is recommending their appointment, subject to the six-month <br />probationary period. <br />
