City Council meeting of May 17, 1993 <br />Page 2 <br />The requested Agreement was presented to the Council at their May 3rd <br />meeting, with no action being taken pending clarification of certain <br />points by the Washington County HRA' The HOME Program is a federally <br />funded program to provide housing for low and moderate income <br />individuals. The Washington County desires the Joint Powers Agreement in <br />order to obtain such federal funding' The Council reviewed a letter from <br />Yvette Quarfort, project manager for the HRA, indicating Washington <br />County's expectations of the City if it chooses to participate' City <br />Attorney, Greg Galler, wanted further clarification regarding financing of <br />the program. <br />Leroux made motion, Brunotte seconded, to delay action of this matter to <br />allow further review and comments by the City Attorney. <br />VOTING AYE: Barnes, Brunotte, Leroux, Miron <br />VOTING NAY: Stoltzman <br />Motion Carried. <br />Ron Istvanovich, Fire Chief of the Hugo Volunteer Fire Department, <br />submitted an annual report outlining the operations, personnel training, <br />equipment, budgeting, and finance of the Fire Department for the last <br />year. Included were recommendations for capital expenditures for the <br />department for the next four years. The Fire Chief was complimented on <br />the contents of the report, but the Council wanted clarification on the <br />following: <br />1' Who provides the training for the fire fighters? <br />2' Could rescue/fire calls be used for credit toward training drills? <br />3. An eight-year average was given indicating personnel numbers' Would <br />like to see high/low numbers. <br />4. Was #4133 pumper included in inventory? <br />5. Who is certified to deal with hazardous material? <br />6. Compare compensation with other communities. <br />The Council and City Administrator stated that they were unaware of a any <br />"hiring freeze" in place in the Fire Dept. <br />Leroux made motion, Miron seconded, to accept the Fire Chief's annual <br />report subject to clarification of certain issues' <br />All aye. Motion Carried. <br />FEASIBILITY,REPORT,IpgLgOUIN,,,INDUgla,IAL PARK) <br />Based on a petition from owners of property in the Peloquin Industrial <br />Park, the Council directed the City Engineer to prepare a feasibility <br />study for providing municipal services to the industrial park. The <br />Engineer's recommendation and estimate include the following: <br />1. Sanitary sewer at a cost of $205,229. <br />2. Municipal water at a cost of $152,845. <br />3. Street improvements at a cost of $212,301 <br />4. Storm sewer at a cost of $76,131. <br />
