Junblut and <br />Tulevcloper Roy Stanley appeared with a s',etch pl a-, and the following <br />changes ..,,ere recommended by the Planning Commission: <br />1) division of hot ;'r'10, a lot which does hot meet the City's <br />minimus. lot size requirement, between the two adjacent prop- <br />erties. <br />2) Appropriate handling of the entrance to the north -south street <br />or. th ; south end of the proposed project. <br />3) ;Tiwening of the north street to 60 feet. <br />Spitzer also mentioned the parkland dedication requirement, -stating <br />that although the City usually takes a dim view of accepting parkland, <br />and usually instead grants a ronetary consideration, in this particular <br />case, Spitzer has discussed the matter with the City Council, and it is <br />the general consensus of the Council that it would be more advantageous <br />to the City to accept lend, and more specifically hot f16, which would <br />become a City ozaned lake access, and all expenses for upgrading of such <br />access would become the burde-^ of the City. <br />Spitzer mentioned the matter of the nearness of the Sanitary Sewer. <br />Jungblut explained he thought Spitzer was going; to check with the City <br />engineer regarding the necessity of applying for the extension of the <br />sewer to the Jungblut property. JunEblut's request is for on-site sewage <br />systems. Jung' e_cplained no pert tests have been done yet. Jungblut <br />asked if a variance could be granted for gravel streets. Spitzer ex- <br />plai,ied that the City Ordinance calls for blacktopped streets u:iless the <br />lots in question are .four acres or larger. Jungblut asked if the streets <br />have to be built before any lots are sold - Spitzer said no, a bond could <br />be posted instead. r 32' finished road surface would be required, with <br />a si_rt-.* soot right of way. Jun blut said donating Lot #16 to the City, <br />plus the blacktop requirement would make the costs excessive. Spitzer <br />said the blacktopping would definitely be required, parkland dedication <br />of Lot --','l" would most likely be required but the matter - of division of <br />Lot 'lo could be argued. Developer Stanley and JunTblut would like to <br />study the matter to see if still economically feasible wit. these require - <br />..encs. <br />Totion made by Peltier, seconded by Peloquin, to table the matter of <br />the Jungblut preliminary plat approval .for the proposed development on the <br />northeast end of Bald Eagle Lake indefinitely. He also feels there should be a restricted zone of not less than <br />twelve feet bac':: from the sidewalk. Schwab reminded Burdick that before <br />any lighting; or additional advertising signs that do not exist now, could <br />be installed, he would be required to submit to the Planning Commission <br />detailed plans for such. He further recommended blacktop -Ding of the drive- <br />
