June 11, 2016 <br />City of Hugo Planning Commission <br />Rachel Juba, City Planner <br />14669 Fitzgerald Ave. No. <br />Hugo, MN 55038 <br />Dear Ms. Juba: <br />In the June 9, 2016 publication of The Citizen, the article "Bullish on Hugo" discussed a concept plan to <br />develop 296 units of housing on Highway fit and 130th. As a resident of both Hugo and the Fable Hill <br />neighborhood, I am very concerned about any development east of Fable Hill that will contribute to <br />increased motor vehicle traffic through this neighborhood as commuters and, in some cases trucks and <br />other service vehicles, find their way to and from 1-35 E and surrounding neighborhoods. <br />In my opinion, the roads through Fable Hill were designed to meet the Met Council's definition of "Local <br />Streets", as found in Appendix D of the Met Council's Regional 2030 Transportation Policy Plan. <br />(http: //www, metrocounci I .org/Transportation/Publications-And-Resources/2030-Transportatlon-Policy-Plan- <br />Appendix-D-Functio.aspx) <br />Current utilization clearly shows that is not the case, Fable Hill Parkway North and Fable Hill Way North <br />are being used as "Collector Streets". The additional traffic from any commercial, industrial, or residential <br />development that will flow through Fable Hill will result in very significant safety concerns for drivers and <br />local residents, deterioration of the roadways, and congestion. <br />In Chapter 8 `Transportation" of Hugo's Comprehensive Plan, it is clear that the city recognises this <br />problem. I urge you take this situation into consideration not only for this development plan but any plan <br />that would involve new property development to the east of Fable Hill. A well designed east - west <br />collector street between Otter Lake Road and Fenway Ave. No, needs to be in place or traffic must be <br />routed to Frenchman Road in order to maintain or improve our Hugo neighborhoods in this area.
