Minutes <br />Hugo, Minnesota Parks and Recreation Open Space Commission Meeting <br />March 12, 2003 <br />6:30 p.m. <br />Oneka Room — City Hall <br />Meeting Chair: Robyn LaCasse <br />Minutes By: John Rask <br />Present: Robyn LaCasse, David Strub, Kelly Bailly, Pete Pedersen, Bronwen Kleissler, <br />Bunny Peterson, Kitty Cheesebrow, Jennifer May, John Rask. <br />Absent: Tom Weidt <br />Copies To: Commission Members, Michele Lindau- Community Development Assistant, John <br />Rask - Community Development Director, Mike Ericson - City Administrator <br />I. Hugo Elementary — Park Facilities <br />Barb Kearns was not able to attend the meeting. This item will be placed on the April agenda. <br />II. Update and Discussion on Potential Parkland Sites <br />The Commission reviewed and discussed several potential park property sites. <br />III. Proposed Park Dedication Ordinance Amendments <br />The Commission reviewed and discussed changes to the City's park dedication requirement. <br />Specifically, the Commission discussed increasing the park dedication requirement from seven to <br />10 percent as recommended in the City's Master Park Plan. <br />IV. Request for Public Access on School Section Lake <br />John Rask informed the Commission that the City received a letter requesting a public access on <br />School Section Lake. The Commission commented that an access is not contemplated in the <br />Parks Plan, nor is there available land or funds for an access. Lastly, the Commission directed <br />City staff to forward the request to the MnDNR for their consideration. <br />V. Review of Development Applications <br />VI. Updates <br />A.
