Minutes for the Hugo City Council Meeting on September 20, 2010 <br />Page 5 of 8 <br />Councilmember Petryk explained that it was suspected this problem was caused by the <br />disturbance of the old drain tile system that was on the farm field prior to the homes being built; <br />it could have changed the water table. <br />Petryk made motion, Miron seconded, to direct staff to prepare a resolution with findings based <br />on the discussion to support funding this project. <br />All Ayes. Motion carried. <br />Discussion on Draft Ordinance Revisions to City's Park Dedication Polic <br />Minnesota State Statues regarding park dedication changed, and staff recommends the City's <br />Park Dedication Policy be updated. Revisions to the Park Dedication Policy were proposed to <br />the Parks, Recreation and Open Space Commission and the Economic Development Authority. <br />City Parks Planner Shayla Syverson explained proposed changes to the policy which include <br />adding an appeal process and a table to assign dedication based on the density of residential <br />development. Also to be considered is whether to require park dedication on commercial and <br />industrial development. <br />At the Economic Development Authority meetings on August 9, 2010 and September 13, 2010, a <br />recommendation was made to the City Council to not require park dedication on commercial and <br />industrial developments. The Parks Commission discussed this at their meetings on August 11 <br />and September 8, 2010 and recommended that park dedication be required on commercial and <br />industrial developments. <br />Parks Commission Chair Jim Taylor explained the proposed park dedication on commercial and <br />industrial development would still be lower than surrounding communities, and in the future, <br />commercial and industrial development may be the only development going on in Hugo. <br />Council discussed whether a park dedication fee would deter commercial and industrial <br />development or if improvements to Hugo's parks would encourage development. <br />Haas made motion, Klein seconded, to direct staff to prepare a draft ordinance for the Planning <br />Commission to consider at a public hearing that would include the Parks Commission's <br />recommendation to require park dedication on commercial and industrial development. <br />After more discussion, Petryk made motion, Weidt seconded, to amend the motion to include <br />the EDA's recommendation to not require a parkland dedication on commercial and industrial <br />land, and to review it again in four years. <br />Vote on amendment - <br />Ayes: Klein, Petryk, Weidt, Miron. <br />Nays: Haas <br />Motion carried. <br />Vote on original motion as amended - <br />All Ayes.
