Background Memo <br />I. Approve Minutes From October 13, 2010 Meeting <br />Staff recommends approval of the minutes from the October 13, 2010 Parks Commission <br />meeting. <br />Update on the Park Dedication Polic <br />A Public Hearing was held at the Planning Commission meeting of October 28, 2010. Because <br />the Park Dedication Policy is located in the Zoning and Land Use Chapter of the City Code, it <br />can only be amended after Public Hearing at the Planning Commission with a final <br />recommendation given to the City Council. At their meeting, the Planning Commission <br />recommended that the City Council amend the policy as drafted by the Parks Commission, <br />noting that the Council can change the fee annually. <br />III. Update on Public Conduct in Parks Ordinance and Smoking/Tobacco Use <br />Policy <br />At the meeting of October 10, 2010 the Parks Commission made a recommendation for <br />changes the Public Conduct in Parks Ordinance and asked for direction on a Smoking/Tobacco <br />Use Policy. The agenda items were tabled at the City Council meeting of November 1, 2010. <br />They will be presented at the City Council meeting of November 15, 2010. <br />IV. Discussion on Athletic Field Fees <br />The City of Hugo Fee Schedule will be on the City Council agenda December 6, 2010. The fee <br />schedule is annually approved by ordinance and includes all fees charged by the City. Staff is <br />recommending a seasonal permit and fee change for Hanifl Fields Athletic Park and that the <br />Parks Commission discuss implementing permits and fees for baseball fields at Lions Park and <br />Diamond Point Park. The Parks Commission could make a recommendation for fees to be <br />included with the annual approval of the City of Hugo Fee Schedule. <br />VII. Concept Planning for the Future Park <br />As requested by the Parks Commission, staff has prepared materials for concept planning of the <br />Future Park in eastern Hugo, formerly known as the Hansen property. LiDar data was acquired <br />from the Rice Creek Watershed District that includes updated aerial photos and contour lines <br />and will be used as a base map.
