Background Memo <br />Approve Minutes From November 10, 2010 Meeting <br />Staff recommends approval of the minutes from the November 10, 2010 Parks Commission <br />meeting. <br />II. Update on Recommendations to the City Council <br />At the meeting of November 15, 2010, the City Council discussed three items recommended by <br />the Parks Commission. <br />Public Conduct in Parks Ordinance <br />The recommended ordinance revisions were adopted as recommended in a unanimous vote. <br />Three rules are now enforceable with violation result in a petty misdemeanor: motorized vehicle <br />use on active parks, reservation of picnic shelters and fires. <br />Tobacco Use/ Smoking Policy <br />The policy to be effective in all parks was recommended and direction was asked for on whether <br />to have a smoking or tobacco use policy. The Council discussed the policy and asked whether <br />it needed to be addressed at this time and whether government needed to be regulating life <br />style choices. Also discussed was allowing tobacco at events that require a Special Event <br />Permit such as the Hugo Lions Good Neighbor Days. A motion was made and seconded to <br />support the policy prohibiting tobacco use, but the discussion was tabled to allow additional <br />consideration by the Parks Commission. <br />This item will be on the agenda of the January 12, 2011 meeting. <br />Park Dedication Policy <br />Recommendations from the Parks Commission, Planning Commission and EDA were <br />discussed by the Council. Chair Jim Taylor and EDA Commissioner Tom Denaway spoke at <br />the meeting. The Council discussed the line item in the City's tax levy for parks and that <br />businesses are paying a larger portion of the levy than residential property. The Council also <br />expressed that they did not want the lack of commercial/industrial park dedication revenue to <br />hinder the development of parks. The Park Dedication ordinance was adopted as <br />recommended by the EDA with one nay vote.
