The planned schedule is to have bids out in March, award bids in April and break ground <br />in mid-May. <br />III. Discussion on Earth Day <br />Roger Clarke discussed having a clean-up day to celebrate Earth Day in Hugo. Possible <br />clean-up projects include Hardwood Creek Trail, Clearwater Creek Preserve, and <br />planting trees in the parks. Scott Anderson will look at possible locations for planting <br />trees and make recommendations. With the City's Spring Clean-up (hazardous material <br />drop off day with Washington County) on April 24, the proposed day for an Earth Day <br />clean-up is April 17 or 18. <br />IV. Discussion on White Bear Lake Community Services and Recreation Advisory <br />Council <br />Roger Clarke volunteered to attend the Advisory Council meetings, representing the <br />Hugo Parks Commission. Jim Taylor volunteered to attend if Clarke was unable. <br />V. Continued Discussion on 2010 Park Goals <br />VI. Update on Meeting with Hugo Lions Club <br />Jim Taylor gave an update to the Commission about his recent meeting with the Hugo <br />Lions. Scott Anderson also attended the meeting. The Hugo Lions share the interest of <br />the Parks Commission in doing something for teenagers. Options discussed included <br />fixing the tennis courts to build basketball courts and creating a skate park. Noel <br />Schmidt shared that in polling about 80 middle school youth from Hugo, he found that <br />there was a large interest in a skate park, and secondarily in basketball. Other options <br />brought up by the youth included a sand volley -ball court and other equipment. Roger <br />Clarke also recommended Frisbee Golf as an optional interim use. Clarke worked on <br />the Podvin Skate Park and has surveyed other cities on their skate parks. The <br />Commission discussed the potential disturbance to the residents around Lions Park and <br />fundraising to offset the cost. Jim Taylor, Dave Strub and Scott Anderson will meet with <br />the Lions to continue discussion. The Parks Commission agreed to invite the kids [that <br />showed an interest in a skate park at other meetings] and the neighbors of Lions Park to <br />the March meeting to discuss a skate park. <br />Changes were made to the 2010 Park Goals to emphasize saving for future park <br />development and creating an interim use at Lions Park for teenagers. <br />Roger Clarke made a motion, Noel Schmidt seconded, to approve the 2010 Park Goals <br />with the discussed changes. <br />All Ayes. Motion carried. <br />
