Background Memo <br />I. Approve Minutes From July14, 2010 Meeting <br />Staff recommends approval of the minutes from the July 14, 2010 Parks Commission Meeting <br />as presented. <br />II. Updates on Hansen Property and Minnesota Off -Road Cyclists <br />At the June 9, 2010 meeting, the Parks Commission heard a presentation from Hugo resident <br />Steve Hanke regarding mountain biking trails at the Hansen property. Hanke shared <br />information about the Minnesota Off -Road Cyclists (MORC). Commissioners Roger Clarke and <br />Tom Windisch volunteered to discuss and research trail options. At the July 14, 2010 meeting, <br />the Parks Commission discussed a memo from Jyneen Thatcher of the Washington <br />Conservation District about the natural areas at the Hansen property. <br />Staff and Tom Windisch met with Troy Lawrence, a representative from MORC to discuss trails <br />at the Hansen property. Lawrence said that MORC would be able to stake/mark a mountain <br />biking trail at the Hansen property with erosion and local topography in mind. MORC may also <br />be able to help in building and maintaining the trail. Staff will provide an update including a <br />possible timeline for construction of mountain biking trails at the Hansen property to be built in <br />partnership with MORC. <br />III. Update on Lions Park Improvements <br />The Hugo City Council approved the improvements at Lions Park at their July 19, 2010 meeting. <br />Construction has started at the park and the skate equipment has been ordered. <br />Staff recommends that a Grand Opening be held on Wednesday, September 15, 2010 from <br />5:00pm - 6:30pm at Lions Park. The Grand Opening may include demonstrations at the skate <br />park, food, and beverages. <br />IV. Continued Discussion on Park Dedication Policy <br />At the July 14, 2010 meeting, Syverson gave a presentation on the current Park Dedication <br />Policy and possible changes. The Parks Commission discussed options of changing the policy. <br />Staff was given feedback and directed to draft a new and simple park dedication policy. <br />Syverson will discuss the draft revisions to the Park Dedication Policy. <br />-2- <br />Parks Commission <br />August 11, 2010 <br />
