Taylor confirmed more rinks are needed and this will be <br />discussed in the future. <br />Taylor made a motion, Clarke second to approve the proposed development plan for <br />improvements and the skate park at Lions Park, <br />All Ayes. Motion Carried <br />III. Discussion on Park Dedication Policy <br />Shayla Syverson, Parks Planner, gave a presentation on the current Park Dedication Policy and <br />possible changes. The Parks Commission discussed the following options: <br />• Fair market value of park land dedication <br />• Credit for private recreation facilities within the development <br />• Dedication of park land in property outside the development or redevelopment. <br />• Requirement of park dedication for commercial and industrial developments. <br />• Fee structure requiring more than 10% to be dedicated with greater density <br />• Option to pay 10% of fair market value of the land rather than $2,400 per unit. <br />The Parks Commission provided staff with feedback on the options and directed staff to re -draft <br />the Park Dedication Policy, keeping it simple. <br />IV. Discussion on WBL Matching Grant Fundinq <br />Shayla Syverson, Parks Planner updated the Parks Commission on discussions held with Dave <br />Scheer, President of the White Bear Soccer Club on the need for additional youth soccer goals. <br />Costs, product details and grant approval reimbursement costs were discussed. <br />Strub made a motion, Rauschendorfer seconded to Purchase 3 U8 youth soccer goals for <br />$3,300. and to then request reimbursement for $1,600 from White Bear Lake Community <br />Services and Recreation Grant Funding Program. <br />All Aye. Motion Carried <br />V. Discussion on Park Rules Ordinance <br />Larsen asked for an update on the park rules and if signs were ordered and asked for continued <br />discussion on park rules. Memos from Syverson showed the existing park rules, examples of <br />park rules in other communities and the park rules signs. Larsen asked if all Commission <br />members could revisit the options for park rules and provide feedback at the August meeting. <br />VI.
