Agenda Number:Y 1 <br />CITY OF HUGO <br />PARKS COMMISSION REPORT <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />SUBJECT: Molitor Addition and Excel Energy Electric/Gas Training Center. <br />Request for Preliminary Plat, Final Plat, Conditional Use Permit, and <br />Sketch Plan for Excel Energy property located at 13676 Fenway <br />Boulevard North <br />DATE: December 8, 2011 for the Parks Commission meeting of December 14, <br />2011. <br />1. DESCRIPTION OF REQUEST: <br />Excel Energy is requesting approval to construct a 50,000 square foot training center with <br />associated outdoor electric and gas training on a 12.5 acre lot in the Bald Eagle Industrial <br />Park. The west side of the site is adjacent to Clearwater Creek Preserve Park. <br />Under the current Park Dedication Policy, commercial and industrial development is <br />exempt from paying park dedication. Excel Energy is proposing to donate Outlot B to <br />the City of Hugo. Outlot B is 8.3 acres. <br />2. CONSISTENCY WITH PARK PLAN: <br />Open Spaces/Parks <br />The east side of Outlot B is adjacent to Fenway Boulevard. The west side of Outlot B is <br />adjacent to Clearwater Creek Preserve Park. hi the 2030 Parks, Trails and Open Space <br />Plan, Clearwater Creek Preserve is described as a passive park currently 96.4 acres. It is <br />accessed through the Fable Hill neighborhood off of Fable Road Circle North. The <br />passive park has approximately .5 miles of wood chip trail along the west side of the <br />creek. Outlot B is currently woodland and wetland and may provide opportunity for <br />passive recreation consistent with the vision for Clearwater Creek Preserve Park as <br />described in the parks plan. <br />-1- <br />Molitor Property Donation <br />December 8, 2011 <br />
