Taylor made a motion, Larsen seconded to move forward with Flagship Recreation <br />concept plan for the Heritage Ponds Park and St. Croix Recreation concept plan on the <br />Hanifl Fields Athletic Park. <br />All aye. Motion carried. <br />Fable Hills Third Addition Park Dedication <br />Len Pratt and Dave Hempel, Pratt Development addressed the commission on Fable <br />Hills Third Addition. Five single family lots are being proposed. Pratt Development is <br />proposing to pay park dedication as cash -in -lieu of land in the amount of $12,000. Staff <br />recommended approval of the cash -in -lieu of land and acceptance of Outlot A with <br />improvements. <br />Promotional materials of the Fable Hills Development show a park developed with a <br />baseball field and/or other active park improvements. The Parks Commission discussed <br />the expectations of homeowners in the development. <br />Len Pratt updated that all the prior developments he has worked on in the City have met <br />or exceeded all dedication expectations. Pratt envisions Outlot A to be an open grassy <br />space for pick up games of soccer, etc. <br />The Parks Commission discussed that Outlot A has not had a final grade, top soil or <br />quality grass seed planted. The Parks Commission and Pratt Development continued <br />discussion on Outlot A as to what improvements were necessary to bring it to a usable <br />condition as a grassy open space suitable for soccer and other youth activities. <br />Strub made a motion, Windisch seconded to allow Pratt Development to dedicate Outlot <br />A and make improvements including the final grade, topsoil and grass seed as well as <br />dedicate $12,000 cash -in -lieu of land. The City will use the $12,000 in park dedication <br />funds to install irrigation around the property. <br />Aye: Berger, Clarke, Rauschendorfer, Strub, Windisch <br />Nay: Taylor, Birch, Larsen <br />Motion carried. <br />Strub stated that the expectations of the developer should be documented and a public <br />meeting be held to update the residents on Outlot A and the improvements to this parcel. <br />He requested Len Pratt be available to attend this public meeting to address any <br />questions or concerns from the residents. <br />IV. Continued Discussion on the Tobacco Use Policy <br />Shayla Syverson, Parks Planner reviewed prior discussions held on the tobacco use <br />policy and shared the requested information referring to the youth athletic policy <br />-2— <br />Parks Commission <br />March 9, 2011 <br />
