BACKGROUND <br />White Bear Lake Area School District is looking to do a study of the athletic facilities in <br />the district. The City of Hugo has been asked to participate in the study and support it in <br />an amount not to exceed $5,000. <br />The City of Hugo participated in the 1998 Athletic Facility Needs Analysis done by the <br />School District. It concluded that additional gym space, dedicated soccer fields, and <br />medium and large baseball fields were needed in the district. It also stated that an indoor <br />ice arena, aquatic facility and multi -sport tournament facility were needed. <br />For the most part, the needs outlined in the 1998 study have been met. For its <br />contribution, the City of Hugo has provided several soccer fields with the construction of <br />Beaver Ponds Park and Hanifl Fields Athletic Park. Also, the City enhanced the <br />gymnasium at Oneka Elementary. As parks were constructed, the City of Hugo was able <br />to utilize the information in the study to meet the recreational needs of the growing <br />population and provide for the needs of the School District. <br />STUDY PLAN: <br />The cities served by the School District, including Hugo, and the Athletic Associations <br />that use School District facilities have been asked to participate in the study. The study <br />will assist all of the stakeholders in coordinating future planning or construction of <br />athletic facilities to meet regional needs. <br />A request for proposals will be submitted. The School District estimated that the study <br />may cost $20,000- $30,000.
