dedication is used to meet the requirements. The Parks Commission evaluates each <br />proposed park dedication in conjunction with the formal application process for <br />residential development approval to ensure that is in keeping with the Parks Plan and <br />provides a recommendation to the City Council. <br />The developer is proposing to build 244 units on 14.44 buildable acres. The current fee <br />(which is annually set by the City Council), is $2,400 per unit. The developer could be <br />required to pay $585,600 in park dedication fees in lieu of land. <br />The Park Dedication Policy includes a sliding scale for land dedication. Therefore, a <br />high density development (over 10 units per acre) such as being proposed, 17% of the <br />buildable land shall be dedicated. Therefore, the developer would be required to dedicate <br />2.45 acres in lieu of paying the fee. <br />The developer is looking to dedicate land in lieu of paying park dedication fees. The <br />concept plan shows an expansion of Lions Park across Finale Avenue and over the <br />northern portion of their property. There is a stormwater pond proposed to take up a <br />majority of the dedicated park land, which is not typically an acceptable option for the <br />substitution of park dedication fees. The developer would like to show how the pond <br />may be used for a recreational purpose. <br />6. STAFF RECOMMENDATION: <br />Staff recommends direction be given to the developer on the proposed park dedication for <br />the LaValle properties located east of Lions Park. In the future, when the developer <br />formally applies for development approval, a proposed park dedication will be reviewed <br />by the Parks Commission for a formal recommendation. <br />At this time, feedback should be given to the developer including: <br />1) Expansion of Lions Park to the east <br />2) Access/ Transportation (Finale Avenue or Fitzgerald Avenue) <br />3) Connections of trails and sidewalks <br />4) Proposed pond <br />7.
