cost estimates to allow for more informed design decisions. Following the design development phase, <br />construction documents could be drafted. The City Council has shared an interest in pursuing private <br />funding for re -development of Lions Park and looking into a Veterans memorial. The cost estimates <br />provided by the consultant for projects such as the grading and utility work and construction of the shelter <br />are shown on the CIP. <br />Irish Avenue Park: The Parks Commission Goals of 2014 include starting the planning of Irish Avenue <br />Park. It is likely that to start with, master planning guidelines will be put together without the assistance of <br />a consultant. This is similar to the process used to master planning Lions Park. Following the approval of <br />master planning guidelines, the Parks Commission could choose to hire a consultant to do concept <br />planning, followed by design development. It is anticipated that these phases of planning will require <br />more funding than they did for Lions Park due because of the size of the park. <br />Elmcrest Avenue: A few options and estimates will be put together for discussion by the Parks <br />Commission at a future meeting as listed on the 2014 goals. <br />Trail Improvements: Funding was dedicated in previous CIPs for trail improvements. Trails that are <br />expected to be built in the next five years will be either paid for by developers or included with street <br />reconstruction projects and would therefore not require funding from the Special Parks Fund. <br />Fable Hill Park Improvements: At the meeting of July 10, 2013, the Parks Commission heard a request <br />from the HOA of Fable Hill for park improvements on Outlot A. The Parks Commission stated that they <br />would discuss it again during Capital Improvement Planning. In the previous CIP, the improvements were <br />listed as an unfunded project in 2017. Funding could be dedicated towards the improvements. <br />Staff recommends that the Parks Commission discuss and make changes to the draft 2014-2019 Capital <br />Improvement Plan and make a recommendation to the City Council. <br />Please see the draft of the Parks Capital Improvement Plan. <br />5. 9:OOpm Adjournment <br />
