Background <br />Parks Commission Meeting of November 13, 2013 <br />Hugo City Hall, 7:00pm <br />1. 7:00pm Approve Minutes From October 9, 2013 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of October 9, 2013 <br />2. 7:05pm Recognition of Hugo Hockey Rink Volunteers <br />A local group of volunteers maintain the ice rink at Hugo Elementary. This includes nearly daily snow <br />removal and flooding throughout the winter. With the Capital Improvement Plan approved by the Parks <br />Commission in 2012, a $2,000 donation was approved for improvements at the rink. Altogether, the <br />volunteers gathered donations totaling over $10,000, to purchase supplies needed to put an addition on <br />the existing warming house. The addition and the donations also allowed the volunteers to purchase a <br />tractor that would provide for better snow removal and easier maintenance of the rink. The volunteers <br />built the addition themselves in the summer of 2013. The volunteers plan to continue to maintain the rink <br />this winter. Staff recommends that the Parks Commission publically thank the volunteers for their <br />dedication and hard work that makes the Hugo Elementary ice rink possible. <br />Please see the attached news article. <br />3. 7:30pm Parks Commission Bylaws <br />The Parks, Recreation and Open Space Commission is established by the City of Hugo Code of <br />ordinances. These "bylaws" outline the purpose of the commission, duties and responsibilities, the <br />membership, rules and procedures, etc. Staff recommends the following updates: <br />1) Take out that "one member shall be appointed by and from the city planning commission". This is <br />no longer the practice. <br />2) Establish that meetings shall be monthly instead of bimonthly, as that is the current practice. <br />3) Bring the Commission back to 7 members instead of 9. Staff is recommending this change to <br />allow more member participation in meetings. The City Council has 5 members, the Planning <br />Commissions has 7 members, and the Economic Development Authority has 7 members. A <br />large Commission is more difficult to manage and lead. Currently, the Parks Commission has 7 <br />members. If the Parks Commission would like to have 9 members again, the vacancies could be <br />advertised and new members would be appointed by the City Council. <br />Staff recommends that a recommendation be made to the City Council for approval of the revisions to the <br />Parks Commission bylaws as drafted. <br />
