Neighborhood Park Area 7 <br />This area is served by Diamond Point Park. The City should consider strengthening the <br />trail connections in the area to connect to Paul Hugo Farms Wildlife Area and Rice Lake <br />Community Park located to the east. <br />Neighborhood Park Area 8 <br />The existing Hugo Elementary School currently serves as a neighborhood park. It <br />provides play equipment, informal fields, and hockey facilities. It also provides facilities <br />for indoor activities including recreation and community meetings. The school was <br />recently renovated by the White Bear Lake school district and includes a new <br />gymnasium, additional meeting space for school and community activities and new <br />playground equipment. The other park serving this neighborhood is Oneka Lake Park, <br />which has playground equipment, picnic facilities and multi -use fields. <br />Neighborhood Park Area 9 <br />This area is expected to be developed prior to 2030. The Land Use Plan shows a <br />variety of residential, commercial, business park and industrial uses in the area. <br />Neighborhood parks will be required to serve the neighborhood as new homes are <br />developed. <br />Neighborhood Park Area 10 <br />This area is expected to be developed prior to 2030. The Land Use Plan shows a <br />variety of residential, commercial, business park and industrial uses in the area. <br />Neighborhood parks will be required to serve the neighborhood as new homes are <br />developed. <br />Existing Withrow Elementary School <br />Withrow Elementary School is located in the extreme southeast comer of Hugo. The <br />school serves as a neighborhood park for residents in the area. It has informal ball <br />fields, a hockey rink, two tennis courts and play equipment. This plan does not propose <br />any city initiated changes to the existing outdoor recreation facilities at the school. <br />General Planning Guidelines for the proposed neighborhood parks <br />Following are general guidelines the City should follow when planning for proposed <br />neighborhood parks: <br />1. Accept only suitable land as dedicated parkland.
