Background <br />Parks Commission Meeti <br />Hugo City Hall, 7:00pm <br />of October 9, 2013 <br />1. 7:00pm Approve Minutes From September 11, 2013 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of September 11, 2013. <br />2. 7:03pm Approval of the Agenda <br />3. 7:05pm Lions Park Planning <br />At the meeting of September 11, 2013, the Parks Commission reviewed the Lions Park Master Plan and <br />in a unanimous vote, recommended approval to the Hugo City Council. Recently, momentum has been <br />building for the anticipated development of the property west of the park. Staff wanted to give the Parks <br />Commission an opportunity to reconsider their recommendation. Previously, the Parks Commission told <br />the developer that they would be interested in accepting a land dedication. Therefore, the developer <br />intends to dedicate land. This would have a significant impact on the Lions Park Master Plan. Staff <br />recommends continuing to work and cooperate with the developer. <br />At the meeting of October 15, 2012, the City Council reviewed the Lions Park Master Plan. The Parks <br />Commission asked the City Council to review the plan but did not recommend approval and stated an <br />intent to continue to work with the developer. The City Council commented on the lack of parking and <br />discussed their preference for Fitzgerald Avenue to be a through street. No formal action was taken. <br />At the meeting of September 11, 2013, the Parks Commission shared an interest in moving forward with <br />Lions Park. With an understanding that the park is likely to become bigger, the traffic flow around the <br />park is likely to change, and that the City Council discussed changes to the current plan, Staff does not <br />recommend approval of the Lions Park Master Plan at this time. Other options to move forward on Lions <br />Park include: <br />• Brainstorming funding options <br />• Discussion on a Veterans memorial (idea from Hugo City Council) <br />• Working with Lions Club on the park shelter design <br />• Prioritizing/ phasing discussions <br />Please see the attached news article. <br />
