R <br />NEIGHBORHOOD PARK SERVICE AREAS <br />TO: City of Hugo Parks, Recreation and Open Space Commission <br />FROM: Shayla Syverson, Parks Planner <br />DATE: October 3, 2013 for the Parks Commission Meeting of October 9, 2013 <br />The Parks, Recreation and Open Space Commission has heard various requests from residents for park <br />improvements in the last few years. In their 2013 goal setting, the Parks Commission included review of the <br />neighborhood park service areas. <br />In July of 2012, teenager Tori Gabrielson wrote a letter to the Mayor and included it in the Citizen newspaper <br />requesting a park in the neighborhood north of the Hugo Fire Hall. Gabrielson stated that the teenagers in her <br />neighborhood needed a place to hang out. The City does not own land in this area. Future residential <br />development may provide additional park facilities. <br />In July of 2013, the Parks Commission heard a presentation from residents of the Fable Hills requesting a <br />playground and park shelter to be built on the city -owned property located in their neighborhood. The Parks <br />Commission concluded that they would review this request at the annual CIP planning. <br />Also in July 2013, there was a presentation by residents that live near Frog Hollow Park requesting that a piece of <br />equipment be replaced due to safety concerns. The Parks Commission replaced the equipment with a multi-user <br />swing as the neighborhood requested. <br />Purpose: <br />• review the neighborhood park service areas <br />• discuss ways to review future park improvement options <br />• become familiar with current park needs <br />• prepare for Capital Improvement Planning <br />In the City of Hugo Parks, Trails, and Open Space Plan, a system of neighborhood and community parks are shown. <br />The plan shows existing parks and makes recommendations for development of parks. <br />NEIGHBORHOOD PARK DESCRIPTION <br />• Offer a variety of recreation facilities: play equipment, informal ball fields, athletic fields, court games, <br />and picnic facilities <br />• Serve up to 5,000 people <br />• Serve roughly % to % mile radius <br />• Service areas defined by physical barriers such as major roads and rivers <br />• Generally located in the urban area <br />
