Background <br />Parks Commission Meeting of September 11, 2013 <br />Hugo City Hall, 7:OOpm <br />1. 7:OOpm Approve Minutes From August 14, 2013 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of August 14, 2013. <br />2. 7:03pm Approval of the Agenda <br />3. 7:05 pm Lions Park Planning <br />The Parks Commission requested a discussion of Lions Park at the September meeting. <br />Please see the attached memo. <br />4. 7:30 pm Irish Avenue Park <br />The Parks Commission requested a discussion of Irish Avenue Park at the September meeting. The City <br />acquired the 125 acre property in November 2009. <br />A neighborhood meeting was held on November 18, 2009 at the Parks Commission meeting. Residents <br />were invited to share their ideas for interim and future uses of the property. Five residents attended the <br />meeting and suggested mostly equestrian uses in the interim. <br />That summer (July 2010), trails were mowed on the property. <br />In the fall of 2010, the City was contacted by Minnesota Off Road Cyclists with an interest in constructing <br />mountain biking trails at the property. MORC discussed a combination of volunteer work and City funding <br />to complete a course. <br />In the spring of 2011, the City was contacted by Gary Wilson and Dave Percival with an interest in <br />constructing cross country running trails at the property. The City Council formed a subcommittee at their <br />July 18, 2011 meeting with representatives from the Parks Commission, Planning Commission, <br />resident/neighbor and City Council. A meeting was held October 5, 2011 and a second meeting was <br />scheduled but cancelled. Willson and Percival did not wish to continue discussions with the City of Hugo. <br />Currently, the park is passive. In the summer, the trails are open for horse riding, dog -walking, <br />geocaching and more. The Hugo Snowmobile Club continues to groom cross country ski trails in the <br />winter. <br />See attached article. <br />
