southern portion. Finale Avenue is planned to extend to the south to connect with <br />Frenchman Road, which will allow direct access into the site. Upper 146th Street and <br />146th Street are planned to extend to the west to continue the flow of the residential grid <br />system. <br />4. CONSISTENCY WITH THE PARKS PLAN: <br />Park Development <br />Lions Park is guided to continue to serve as a significant central gathering area for the <br />community and host to large events. The development of community park facilities <br />conveniently located near residential populations was a major component of the park and <br />recreation vision expressed by the residents of Hugo at the time the Parks Plan was put <br />together. Additional indoor and outdoor multi -use recreation facilities are needed in the <br />community. Facilities may include a fitness center, indoor ice arena, and areas for <br />passive activities like picnicking and walking. The Parks Plan supports park <br />development which preserves and utilizes Hugo's natural resources and open space areas <br />including lakes, wetlands, and woodlands. An expansion of Lions Park would allow for <br />more event space and construction of additional park features. <br />Trails <br />Currently, Lions Park is connected to the Hardwood Creek Trail and via neighborhood <br />roads to the County -owned trail along Frenchman Road. City sidewalks are planned in <br />the neighborhood adjacent to Lions Park. A City trail is anticipated along 147u Street <br />when it expands to provide a connection to Oneka Parkway and beyond. The applicant <br />has shown a network of trails and paths throughout their development linking to Lions <br />Park. The developer will be required to make public improvements such as sidewalks <br />and roadways. <br />Lions Park Master Plans <br />At this time, the Parks Commission has been working with residents and other <br />stakeholders to master plan Lions Park with the help of WSB & Associates. Public input <br />has directed that the plan be focused on an organic shape and have a large building as <br />well as a large open space for events. Neighborhood recreation amenities will be <br />included to provide for the surrounding residential areas. Several options for parking and <br />circulation around the park have been discussed. Pedestrian connections within the park <br />and to nearby trails has been important. Other features discussed to be included at Lions <br />Park are concert -style seating, a water features and space for temporary event structures. <br />5. PROPOSED PARK DEDICATION: <br />Developers are required to pay park dedication to ensure that the parks system provides <br />for the recreation needs of the additional residents the development brings.
