available within the existing right-of-way to add 3 feet of paved surface at the time of the rural section <br />roadway improvements. An improvement made at this time would be temporary. <br />NEED (4-6): <br />125th Street will see minimal residential traffic, traveling at low speeds. There is not a significant safety <br />need. There is a sidewalk in the Northern Pines Development and a trail through Fox Meadows. The <br />paved shoulder would connect two residential neighborhoods but not an extensive existing network of <br />trails. Current residents in the neighborhood have not requested trail improvements. There is a <br />minimal need for this improvement. <br />FEASIBILITY (7-10): <br />There are minimal physical barriers to trail construction. There are no significant wetland impacts or <br />grading issues. It is a small scale project, in comparison to other possible trail improvements. <br />Construction in conjunction with the planned improvements to 125th Street, provides a cost savings. <br />The trail does not prevent or negatively impact future development. It will be removed with future <br />development. The improvement is not complex as it is a small addition to a planned road project. This <br />project is highly feasible. <br />CONNECTIVITY (11-13): <br />The on road trail would connect Northern Pines to Fox Meadows. It would not provide a connection to a <br />commercial area or a school. Northern Pines has 38 homes. Residents of Northern Pines will have the <br />option of taking the paved shoulder instead of the road to Beaver Ponds Park. A connection is not made <br />to the regional trail network. Because of the minimal current and future population in the <br />neighborhood, the on -road trail is not going to be as "widely used" in comparison to other trails in <br />residential neighborhoods. This on -road trail provides minimal local connections. <br />4 ONEKA LAKE BOULEVARD EVALUATION <br />REQUIRED CRITERIA (1-3): <br />The Trail and Sidewalk Plan includes a future city trail along Oneka Lake Boulevard. The missing trail <br />connection is planned to be built when the Oneka Lake Boulevard is reconstructed. The road project is a <br />high priority, and ranked #2, on the City Council's street capital improvement plan. This is based on a <br />rating of the existing pavement and funding sources. An alternative strategy shall be used. <br />NEED (4-6): <br />Traffic is not minimal on Oneka Lake Boulevard. The roadway is wide but safety is questionable. There <br />is a missing trail connection between Hwy 61 and Geneva Avenue North. Current residents in the <br />neighborhood have not requested trail improvements. Alternative routes are available, but there is a <br />need for this improvement. <br />FEASIBILITY (7-10): <br />There are minimal physical barriers to construction. The cost of the trail improvement outside of a road <br />reconstruction project would be significant. Any trail improvement would likely be removed when the <br />road is improved in the near future. The trail project is not complex. Construction of a trail along Oneka <br />Lake Boulevard would be feasible. <br />
