Background <br />Parks Commission Meeting of August 13, 2014 <br />Hugo City Hall, 7:00 pm <br />7:00 pm Approve Minutes from March June 11, 2014 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of June 11, 2014. <br />7:05 pm Oath of Office of Ranell Tennyson <br />Ranell Tennyson was appointed to the Parks, Recreation, and Open Space Commission by the <br />City Council on July 14, 2014. We welcome her to the Commission. An oath of office will be <br />read. <br />7:20 pm Waters Edge Dog Park <br />The City of Hugo was approached by the Water Edge Master Association with a request that the <br />City of Hugo allow the association to use the city -owned property, located east of Oneka <br />Parkway and adjacent to the neighborhood, for a dog park. The association is proposing to <br />fence in the area and provide maintenance. A volunteer group will be established to oversee <br />the maintenance. All of the changes to the property will be upon approval of the Public Works <br />Director. The dog park will be open to the public. Parking is not available onsite, but there is <br />nearby on street parking. The dog park will also be accessible by the existing trails. <br />The property includes approximately 2 acres of upland, surrounded by stormwater ponds. The <br />majority of the site is delineated as a wetland. To avoid wetland impacts and additional <br />permitting, wood -chips and other materials are not allowed to be imported from off-site. Grading <br />or other means of filling the wetland are also not allowed. Posts for fencing and general <br />vegetation mowing are not regulated in the wetland and are therefore allowed. <br />A memorandum of understanding (MOU) has been drafted which outlines maintenance <br />expectations and other agreements between the City and the Waters Edge Master Association. <br />The site plan, MOU, and other plans will be presented at the meeting for approval. <br />7:40 pm Update on Recreation Programs <br />Parks Planner Shayla Syverson will provide an update on upcoming recreation programs: <br />Tour de Hugo: Saturday, September 13 <br />Outdoor Movie Night: TBD <br />Storybook Walk: Saturday, September 27 <br />8:00 pm Adjournment <br />
