wetland, the wetland will need to be evaluated for jurisdictional status, with appropriate wetland
permitting. The second wetland we looked at is in the northwest comer. This basin may have been
created as part of the mining activities, however it does appear to support waterfowl. It was holding water,
and I would tentatively classify it as a Type 5/open water basin. The slope along the edges is quite steep.
Trail development on the sideslope should specifically address prevention of erosion into the basin.
There appears to be additional basins, along the south end of the south 40. We did not walk to them, but
from the site history and air photos, I suspect they are natural basins. If impacts are planned near them,
they should be reviewed for wetland status. The wetlands we looked at could benefit from some
vegetation restoration or enhancement, but appear relatively stable at this time.
Overall, I believe this site has no significant impediments to the development you foresee. There are no
high-quality natural areas needing protection. The wetlands will need further review for both their quality
and jurisdiction under the regulatory programs; those basins created solely by the mining activities may
be found to be exempt from regulatory authority. Your concept plans appear to be reasonable considering
site conditions. The only concerns I have are control of the invasive species — thistles, knapweed, and
buckthorn — and erosion control along the proposed trail corridors.
Feel free to call if you have questions about these comments, or if you would like our involvement as the
project evolves.
