AN <br />of <br />July 27, 2015 <br />Dear Resident, <br />14669 <br />Avenue North, <br />MN 55038 <br />762-6300 <br />us <br />The Parks, Recreation, and Open Space Commission was approached by a resident requesting a local <br />track where he could take his children. He explained that electric remote control cars are becoming <br />popular with 7-14 year olds and that they would like to have an off-street area to use them. The Parks <br />Commission heard and discussed their proposal at their June 10, 2015 meeting. The Parks <br />Commission had concerns about the noise, but the cars were demonstrated to be of low volume. It is <br />anticipated that the average remote control car driver would be at the park for 20-45 minutes at a time. <br />It is anticipated that the current 6-8 vehicle parking lot will continue to be sufficient for park users. <br />As you know, the City of Hugo purchased what is currently called Irish Avenue Park in 2009. Prior to <br />that, the property was home to a gravel pit, rock crusher, and asphalt plant. At that time, re -use of the <br />property included residential development or a possible park. Before the City of Hugo agreed to <br />purchase the property, a neighborhood meeting was held and it was discussed that the property would <br />be planned and redeveloped for active park uses in 10-20 years. That is still the anticipated timeline <br />and residents and neighbors will be invited to participate in the process. However, the park will <br />continue to be open to the public in the interim and temporary uses may be added from time to time. <br />The remote control car track is a temporary use and is dependent on volunteers for reconstruction. <br />We apologize for not holding a planning meeting prior to work being started on the remote control car <br />track. The Hugo City Council takes its promises to residents seriously and hope you will be able to <br />attend the Parks Commission meeting on Wednesday, August 12 at 7:OOpm at Hugo City Hall. <br />We would like to invite the entire neighborhood to discuss the remote control car track.
