4) Preservation and inclusion of open spaces and natural areas <br />The RC track at Irish Ave Park uses less than 1 acre of the total 120 acres of available space and has no impact <br />on the hiking, horseback riding, dog walking, and other activities people go there to enjoy. <br />See red square in map below. <br />5) Community input is crucial <br />In June the Parks Commission decided to move forward with this small project at Irish Ave. Park to offer the <br />families and kids of Hugo another family oriented activity utilizing the great park system in this wonderful <br />city. Most residents of Hugo are not yet aware that this track has been built for their enjoyment and have <br />not had the opportunity to voice their opinion. Since the track has already been built and is ready to use, <br />everyone in Hugo should have the opportunity to check it out. <br />6) Park Planning and development is sensitive to safety and property value issues <br />With the specific area laid out for the RC track at Irish Ave Park, there should be no safety concerns for other <br />park users. With 120 acres, the track utilizes less than 1 acre of land. The RC cars and trucks will not drive into <br />the tall grass or onto the hiking trails. <br />Property value issues could come from increased traffic and parking lot usage at Irish Ave Park but will not be <br />100's of people overflowing the intended capacity. <br />Another concern is the noise from the RC cars and trucks for surrounding neighbors and other users of the <br />park (dog walkers, horseback riders, etc.). Electric RC cars and trucks do create some noise (along with the <br />laughter and talking of the driver enjoying the track), however the noise level is very low, less than most <br />vehicles on the roadways. Dogs and horses should not get frightened, especially when using the remaining <br />119+ acres. For surrounding neighbors, the noise generated should not even be heard at their homes. We <br />could easily test this by running cars on a quiet evening and listening at neighbor's yards. <br />While the majority of RC cars and trucks purchased today are electric, there are gas powered available and <br />these do produce a loud whining sound. These could simply be banned from the track due to noise concerns. <br />
