Background <br />Parks Commission Meeting of December 16, 2015 <br />Hugo City Hall, 7:00 pm <br />7 -nn > 6ro Approve ,Minutes from n -¢^her 1- 2015 Meeting <br />Staff recommends approval of the minutes of the Parks Commission meeting of October 14, <br />2015. <br />Please see the attached minutes. <br />7:05 pm 2015 Annual Report <br />Staff will present the 2015 Annual Report of the Parks, Recreation, and Open Space <br />Commission. <br />Please see the attached report. <br />7:30 prr Goal Setting <br />Staff recommends that the Parks Commission draft goals for 2016 for recommendation to the <br />City Council. <br />The 2015 Goals are attached. <br />8:10 pm Capital Improvement Planning <br />A draft of the 2016-2021 Capital Improvement Plan has been put together with the assistance of <br />Finance Director, Ron Otkin. It is based on the Special Parks Fund, the projected parks tax levy <br />and the previous CIP set by the Parks Commission. The Parks Commission has been given the <br />authority to make recommendations to the City Council about what the Special Parks Fund shall <br />be used for. The CIP prioritizes improvements that the Parks Commission would like to make. <br />Improvements identified as "unfunded" may be possible if additional funding becomes available <br />through grants, private donations, or park dedication fees. <br />Park dedication continues to increase as residential development increased. The Parks <br />Commission reviews park dedication proposals when a developer requests preliminary plat <br />approval. The land or fee dedication is not received until the developer records the final plat <br />with Washington County. The timeline is set by the developer. <br />In 2015, the Parks Commission reviewed proposals from DigniCare Senior Living and Memory <br />Care of Hugo, Clearwater Cove, and Fable Hill Fourth Addition. The City collected park <br />dedication fees for the first phase of Clearwater Cove, the second addition of Fox Meadows, <br />and the fourth addition of Prairie Village for a total amount of $171,300 this year. <br />
