I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />Parks, Recreation and Open Space Commission <br />Traffic Signals Installed <br />The City of Hugo was award- <br />ed an Active Living Partner <br />Project, which is a grant <br />program hosted by Washing- <br />ton County and the <br />Statewide Health <br />Improvement <br />SHIP Program. The <br />Grant grant was <br />Received awarded in the <br />fall of 2014. <br />There has been <br />concern over the speed of <br />traffic near the entrance to <br />Oneka Elementary off of <br />Heritage Parkway. The cost <br />of the signage was primarily <br />covered by the $4,999 grant. <br />Public Works Update <br />The City of Hugo Public <br />Works Department main- <br />tains 433 acres of parks, 33 <br />miles of sidewalks & trails, <br />and over 10 open spaces. <br />In conjunction with regularly <br />scheduled road mainte- <br />nance, the trails east of <br />Oneka Elementary were <br />patched and seal coated. <br />Repeated vandalism, includ- <br />ing graffiti, was cleaned up at <br />Diamond Point Park. <br />Two acres of city -owned <br />property off of Egg Lake <br />Road is known to be used for <br />dirt biking. Public Works <br />Staff trimmed back the brush <br />to increase visibility. A trash <br />receptacle and rules sign <br />were placed at the property <br />in an effort to reduce unde- <br />sirable behavior. The Com- <br />mission heard complaints <br />from the neighbors and <br />reduced the property hours <br />to gam to dusk. <br />Engineered wood fiber was <br />added to play structures at <br />Hanifl Fields Athletic Park, <br />Diamond Point Park, and <br />Oneka Ponds Park. The <br />surfacing is designed for <br />aesthetics, child safety, and <br />ADA wheelchair accessibil- <br />ity. It compacts over time <br />and needs to be topped off. <br />Eagle Scout candidate Peter <br />Wicks helped Public Works <br />install landscaping to screen <br />the portable restrooms at Val <br />Jean, Arbre, and Heritage <br />Ponds Parks. <br />A tree was planted in Frog <br />The school contributed the <br />remaining $80o to purchase <br />the solar powered, flashing, <br />programmable speed sign- <br />age. Washington County <br />required Oneka Elementary <br />do have programs and <br />distribute materials to <br />promote walking and biking <br />to school. The City of Hugo <br />installed the signage this fall <br />and will be responsible for all <br />future maintenance. <br />Hollow Park in memory of <br />Allen Bower. The classmates <br />of Bower's son at Oneka <br />Elementary raised the funds <br />for the memorial tree and <br />bronze plaque. Bower <br />helped name "Frog Hollow <br />Park" when it opened. <br />A electric remote control car <br />track was constructed at <br />Irish Avenue Park by local <br />volunteers. Public Works <br />assisted with the initial grad- <br />ing of the former gravel pit. <br />Page 3 <br />
