Land Dedication Based on Density <br />The formula for basing land dedication on the density of the development was first used with Lavalle <br />Fields. With the proposed high-density development, 2.75 acres or 17% of the buildable land was <br />required whereas 1.6 acres would have been required at the former rate of 10%. <br />Commercial and Industrial Development <br />In the last four years, the following developments would possibly have required dedication: Xcel Training <br />Center, Health Partners/ Children's Hospital Clinic, an expansion of Glamos Wire, Christ Lutheran Church <br />and an addition to New Life Church. <br />As per state statute, there must be an "essential nexus" between the requirement imposed and the need <br />for parks generated by the development. This is one of the main reasons some cities do not choose to <br />charge commercial and industrial developments. The fee or dedication must bear a rough proportionality <br />to the need created by the proposed subdivision or development. With the changes that have happened <br />in the development climate in the last few years, developers have been very cautious about all fees <br />imposed by the City of Hugo.
