A trail could be constructed connecting the existing trails in Fable Hill north to 140th <br />Street with future residential development. <br />The developer is proposing to build an 8 foot wide bituminous trail along the east side of <br />Fable Road North between Fable Hill Parkway North and the northern border of the <br />proposed development. Between Fable Hill Parkway North and Fable Hill Place (the cul- <br />de-sac) the trail will be adjacent to the curb due to difficulties with the grade of the lots. <br />Staff will continue to work with the developer on this portion of the trail. The remainder <br />of the 8 foot wide trail will be set back from the curb. <br />The developer is also proposing to provide access to Clearwater Creek Preserve Park <br />with an 8 foot wide bituminous trail off of the trail along Fable Road North. The primary <br />access to the park will continue to be off of Fable Hill Circle North where parking is <br />available. Staff is working with the developer to ensure that the trail has an adequate <br />grade. The trail is located north of lot 1, block 2. The trail will be located at the south <br />end of outlot A which also includes a stormwater pond. <br />Parks and Open Space <br />According to the Parks, Trails and Open Space Plan, the area is in Neighborhood Park <br />Area 3. This area is served by Victor Square Park, Arbre Park, Val Jean Park, Clearwater <br />Creek Park and the future Fable Hill Park. Spire Park is also located near the <br />development. The plan states that the existing parks are adequate to serve the existing <br />development, but additional neighborhood parks will be required if additional <br />development is allowed. Additional recreation facilities are needed as identified in the <br />Parks, Trails and Open Space Plan to adequately serve Hugo residents. Clearwater Creek <br />Park Preserve serves the open space needs of the residents of Fable Hills. <br />3. FUTURE PARK <br />The one acre property "Outlot A" was dedicated to the City of Hugo with Fable Hill <br />Third Addition in 2011. The Parks Commission heard a request from the Fable Hill <br />Homeowners Association (HOA) at their meeting of July 0, 2013 for a playground and <br />park shelter to be added to "Outlot A" or Fable Hill Park. After further discussion at the <br />Parks Commission meeting of August 14, 2013, the Commission agreed to include it in <br />their annual Capital Improvement Planning (CIP). In the most recently approved CIP, <br />the Fable Hill Park Improvements are listed as an unfunded project in 2018. Unfunded <br />projects are possible only if funding becomes available through grants, private donations, <br />or park dedication. <br />There is a park adjacent to the neighborhood but it is owned and maintained by the <br />Creekside at Fable Hill HOA and not open to the public. There are two other parks <br />within one mile of Fable Hills: Oak Shore Park and Clearwater Creek Park (in Lino <br />Lakes). <br />-2- <br />Fable Hill Fourth Addition <br />May 13, 2015 <br />
