Picnic Shelter and Landscaping
At the meeting of May 13, 2015, the Parks Commission reviewed a park dedication
proposal for Fable Hill Fourth Addition. With the first phase of 26 lots, Len Pratt
proposed installing irrigation, finishing the landscaping with trees, plants, and grass, and
putting in a park shelter. With future phases of the fourth addition (after Final Plats are
submitted and approved) park dedication fees will be paid. The proposals were approved
with the Fable Hill Fourth Addition PUD Amendment and Preliminary Plat by the City
Council at their meeting of June 1, 2015. The landscaping and irrigation is currently in
progress and shelter construction is anticipated yet this fall.
3. CURRENT PARTNERSHIP:
For the parks in the Fable Hill neighborhood, there is a partnership between the HOA and
the City of Hugo. As with other Hugo parks and HOA partnerships, the City of Hugo
owns, insures, and maintains parks in accordance with City standards. HOAs may
choose to do additional maintenance at their own expense.
4. PROPOSAL:
Brigid Kamus, representing the Fable Hill HOA, is proposing that the HOA contribute
$20,000 for the installation of a playground at the park. Playground equipment and
installation is likely to cost $50,000-$70,000.
5. NEXT STEPS
It may be advantageous to leverage the HOA contribution to construct the playground
ahead of the schedule anticipated in the Parks Capital Improvement Plant. The park
improvements that are currently being made (landscaping, irrigation, shelter construction)
make it possible to look at the next step of installing a playground.
The Parks Commission could choose to update their Parks Capital Improvement Plan to
include playground construction in 2016. Pending City Council approval and inclusion
in their 2016 budget, the playground could be planned and designed in early 2016 with
possible construction in the summer of 2016.
6. STAFF RECOMMENDATION:
Staff recommends that the Parks Commission discuss construction of a playground at the
new Fable Hill Park while drafting their 2016-2020 Capital Improvement Plan.
-2-
Fable Hills Future Park
October 14, 2015
