Memo <br />To: The City of Hugo Parks, Recreation, and Open Space Commission <br />From: Shayla Denaway, Parks Planner <br />Date: January 7, 2016 for the Parks Commission meeting of January 13, 2016 <br />Subject: Parks Capital Improvement Plan <br />Introduction <br />The Parks Commission discussed the Parks Capital Improvement Plan (CIP) at their meeting of December 16, <br />2015. The discussion was tabled until the January 13, 2016 meeting. <br />Parks Commission has been given the authority to make recommendations to the City Council about what <br />the Special Parks Fund shall be used for. The CIP prioritizes improvements that the Parks Commission would <br />like to make. Improvements identified as "unfunded" may be possible if additional funding becomes <br />available through grants, private donations, or park dedication fees. <br />Options <br />In previous years, the Parks Commission has included specific projects as either funded or unfunded on the <br />CIP. This practice identifies projects, such as building a shelter in Lions Park, that need additional fundraising <br />efforts. This is effective for setting fundraising goals and keeping a timeline. <br />Another thing that the Parks Commission should consider is how specific they would like the projects to be <br />that are included on the CIP. The CIP is the tool with which allows the City Council to see what projects the <br />Parks Commission is planning for in the future. Some items on the CIP drafted at the December 16, 2015 <br />meeting were a placeholder for a potential project that could become identified in the future. An example of <br />this would be trail development. At this time, a specific trail project has not been identified so the funding is <br />a placeholder for a potential project. The Parks Commission included "identify trails that would not be built <br />with development or road projects" on the 2016 goals. An outcome of this could be to identify a project and <br />utilize the placeholder funding. <br />The Parks Commission should decide if they would like to continue including unfunded projects on the CIP. <br />Also, having placeholder versus specific projects on the CIP should be discussed. <br />
